Switching allegiance of a capital

Quick question, is it possible to switch the allegiance of a single state realm, so its the capital  Or is that not possible ?

Capitals cannot secede, but they can change allegiance (if they are not the last city of the realm). The last duchy of a realm cannot secede or change allegiance. A duchy cannot change allegiance or secede with the last city of the realm. The last city of the realm cannot change allegiance. The last region of the realm cannot change allegiance. Duchies require a city to secede (cannot secede with just a stronghold).
