Realm Sympathy

Is the standard realm sympathy for a given region always devoutful?
Looking at diplomacy reports at regions recently in Beluaterra I noticed that the standard for the local population are max sympathy for all (other) realms.
Wouldnt it make more sense for people not to care or be neutral to most realms?
Especially realms that are very far away shouldnt really concern the local peasants(normalize quicker).

Yeah, one of those longstanding TODOs. I even have several-years-old branch with a good chunk of the work done. Somewhere. I dread the rebasing work that will be required to bring it in line with the current codebase.

And actually, one of the tiniest, insignificant components of that did sneak through anyway. Whenever a sage or wizard crosses a realm border, there's a tiny adjustment to sympathies.
