Legends of the World and WIP

So if a story is accepted in WIP but is not posted in Legends of the World, how do we write stories regarding those stories?

Do we only consider stories that are actually in Legends of the World?

A story accepted should be posted to the Legends. If it is not after a few days, anyone who wants can go and post it. Once the game has a game client, an accepted chapter would automatically be promoted to official, so this is another artifact of using the forum.
