I could see a few uses for this:
Rulers having a standing bulletin for the realm and another one for their realm council. It would be agenda setting as well as a place to put a little RP in.
Bankers having a standing bulletin for all lords to see.
General having standing bulletin for all marshals and vice marshals to see.
