Winter food production on Dwilight.

This may be broken as well.  Looking at the statistics, winter started September 14th which should have a significant reduction in food since autumn gives a boost to.food production and winter gives a penalty to food production.  It appears that most realms saw an /increase/ or relatively no change to their food production for winter.

Dwilight is a testing island and EC is not.  These are features that have already been implemented that appear to not be working properly.
