Why can't a king join or create an army?

Just wondering why a king can't join an army. I can understand why a ruler may not be able to make one. But it would be helpful if kings and government officials could join an army without need to be lords as well.

I believe this is something that is planned to be fixed. At least for joining Armies.

Fell through the cracks when switching over to the estate system. On our list to fix. Not done yet. Sorry.
