At 75% you get automatic recruits. After that point it depends on RC type, size and probably some other things how much daily recruits you get. War is also an important factor (you get significantly less recruits when you're at peace).
Until then though... you just have to draft.
It sure is irritating but that's kind of the point I guess. It adds to the damage when a region of yours is sacked.
