Well, we'll see. My instinct tells me that King Michael is intentionally dragging things out, as he has been making excuses continuously for why he can't come to Wudenkin since the deadline passed. Some of them are reasonable, but others have not been. I naturally assume that this is because ultimately he doesn't plan to give it back at all. Then again, maybe he's just trying to squeeze a little extra gold out of it before he's forced to return it. Either way he's not really acting in good faith, which leads me to question his intentions.

If I was a Duke I would never do that, it just seems like something that goes against the concept of oaths. Better to step down and let the ruler hand over the region if the Duke is even okay with giving up his holding.
I don't see it that way. He is a vassal of the crown, fulfilling his sovereign's promise to hand over the city he administers.
Ask them to resign or protest them out of office if they aren't sharing critical information with the realm.
