Empty duchy created automatically

When we took a city yesterday, it automatically joined the closest duchy. Makes sense. But an empty duchy named after that city was also created. Was that intended for any reason?

Kinda does, but that's why he's checking before such a report is filed.  Or would the devs rather see the bugtracker filled with questions?
