Referendums?

Quick question, as I get "You must be a lord or a member of the government in order to initiate new referendums." when I go to make one, is it intentional that dukes who do not hold a lordship in their duchy cannot make referendums?  Or should I chalk this up to oversight/bug?

Another thing that hasn't yet been implemented for Dukes in the new system. It will be.

Thank you, Anaris, for actually answering the question.  And thank you, Egamma, for filing the report after it was verified that no, it's not working as intended.
