Ruler calling early tax

Can any other rulers call an early tax? When I try, I get:

"You do not have the right to call a tax day."

It used to work.

We're re-working the government system quietly, moving to a more role-based and more configurable approach. It'll be a while until you see it in game, those "you don't have the right" messages instead of the old "you are not the xyz" ones are the first signs.
