At least in Cathay, Sorraine's antics have had an adverse effect in the Church's reputation, and with Galiard a dishonorable reputation can become a serious problem. While it's obvious that the total destruction of Sorraine would be bad, they have caused more harm than good and no one is willing to put their position on the line to intervene.
