Also imagine this: Judge Kepler dies after a duel to the death. His 'son' arrives shortly after, and thanks to the leverage his daddy provided he is elected into office without much trouble.

Good point, but the same thing is possible with appointed positions and we don't really see much of that. It'd happen even less often if they were elected.
The learning curve isn't really
that steep, especially for the judge position. What's more, getting 10 prestige can take quite a while in some instances.
Why not just have an outright time limit instead of a prestige limit, if such is necessary in the first place? This just seems to hurt people in some realms with some gameplay focuses more than others.
