I am fully in support of adding some limiting factors to ensure that half-rations are not practical to maintain indefinitely. Indeed, I'd be happy to add similar limiting factors to double-rations, too (though there, I'd think it would be more in the nature of diminishing returns—when people get used to double rations, they're no longer happier that they have them!).
