Well the "Paranoid" ruler had a nice idea, to find war in a closer place with a higher chance of gain something, the problem was that the "Crybaby Ruler" got more support than the Paranoid one.

Your paranoid ruler is to irrational. And really, really bad at plotting. And has very little discretion. And makes up ridiculous, unbelievable fake plots.
