Once someone holds a government position, the ruler can't just kick them out of office. They'd have to be protested out.

How does someone get protested out? And is that be a deterrent to abusing their power?

A lower level of protesting will cause a loss of prestige points, which can continue for several days. The "silently disagree" option is less powerful, but if you have enough silent protests you can accomplish the same goal.

They can but I don't know if I would say effective. If you are successful on quite an old character and have a little luck though, it can work.
