I'll see. I can play with all the cool tools of ArcGIS at work, with any license level I like. At home, where I spend time on such things, I use QuantumGIS. I'm still not too familiar with how much this software can do, and where to find all the proper tools. The lines are all vectors, though, so I theoretically should be able to. Yet again, it appears I'll have to use GRASS tools to convert these lines to polygons, as for whatever reason QuantumGIS didn't see it as an important enough tool to implement( 
). They are in a line shapefile for now.
Maybe I'll just try to get that university license for ArcGIS to work instead... I'm not really liking working with QuantumGIS.
I finally got ArcGIS to work for me at home. That will certainly be useful, as that is the software I use at work and am most comfortable with (plus, it's way more powerful than the open source stuff).
I'll be continuing that in my free times.
