Allow Infils to steal Unique Items

Feature: give infils an option to steal unique items from another noble

How it would work: a few possibilities, depending on how difficult/real you want it to be.

I would recommend similar to assassination attempts:

- check guards
- check successful steal
- check guards on leaving

There is an idea of a swordfight if the steal is successful, but I don't like as that is essentially giving infil two actions at once - just keep it simple

I would think the difficulty ought to be the same as assassination attempt

I'm not sure that making it easier to lose your unique items is going to be very popular. It's already hard enough to keep them around.
