Seems a bit of double up on mechanics - regions are known to produce strong X because their RC happened to roll a good X. RCs last forever unless destroyed so the valuable target etc is already finished.

Unless you know you desire more then one good RC of that type, thus the cost of achieving it is less in such a region. Problem I see is if you apply such a bias to every region, no one will care since there will be many regions with a "preference" for every unit type anyway.
