What does that mean?
Testing islands: Beluaterra and Dwilight are typically labeled as "Testing"
All other islands are "Stable" because nothing experimental is present. So non-testing islands are labeled as "Stable", they're "well grounded" or with less risk of breaking.
"Winter is coming to stable", this means that winter is coming to the non-testing islands.
