Standing Order for other positions

Summary:
Add a kind of Standing Order feature for other positions like realm councils, duke, and lord, instead of marshal and vm only. Every of the Standing Orders are for each positions, not the same as / merged with the current standing order that marshal uses.

Details :
Usually some orders that arent related to the army are sent to marshal so it can be put to the standing order. This is outside of marshal's job. But in quite rare possibility, some nobles arent in the army or the realm has multiple army, making it less efficient than it is intended to.

For now, orders could be sent using standard messaging feature, and futhermore the noble who receive order can pin it so it can always stays in letter page, just like standing order. But in reality, i dont think anyone usually does that, and the order is forgotten because the letter is easily gone. thats a reason why they use standing order.

Benefits:
Makes things easier for giving order. Orders become more visible and less likely to be forgotten = more activities.

Possible Downsides/Exploits:
Spam, etc.
Micromanaging.
Less conflict

I am thinking but have not seen a good case myself where this could apply.

I believe standing orders should remain related to armies and nothing else.

This would make things much too confusing. I don't think anyone wants to log in and see three pages of Standing Orders from everyone and their dog that they have to scroll through before they can see their actual messages.

Wouldn't mind this for general. Would help a lot for coordinating multiple armies or giving each army objectives.

Whats wrong with the Generals Bulletin?

Anyone can read Generals Bulletin. It is usually used to guide people who have no idea what to grab. I mostly use it as a newbie guide for people who don't know how many healers, scouts, and bannermen they need to buy.

I could see a few uses for this:
Rulers having a standing bulletin for the realm and another one for their realm council. It would be agenda setting as well as a place to put a little RP in.
Bankers having a standing bulletin for all lords to see.
General having standing bulletin for all marshals and vice marshals to see.
