The Empress Dowager wishes to announce an agreement reached with the Swiss Confederation:
Swiss-Chinese Cooperation Agreement
The Qing Empire and the Swiss Confederation wish for a peaceful cooperation between their nations, and wish to take several steps to promote the advance of their culture and economy:
One, the establishment of a chinese artisan's quarter in Bern, for which the Swiss Confederation shall contribute the necessary land, buildings and infrastructure while the Qing Empire will send artisans and tools.
Two, the sending of a delegation of swiss political and financial advisors as well as civil servants and administrators to aid in the Qing Dynasty's reform efforts.
Three, the establishment of the Swiss-Qing Exchange Bank as a means to easily resolve financial transactions between Europe and Asia, and as a first step towards the promotion of free trade and harmony.
In addition to these formal steps, the swiss people are looking forward to the prospect of a porcelain workshop, as the chinese porcelain is famous within Europe and such a gesture would bring much interest in chinese culture to our people.
