The 50% requirements for elders to be priests only affects promotions. If less than 50% of your elders are priests, then you cannot promote non-priests to elder ranks. It will not destroy your religion.
If your faith has
no priests at all, then your religion falls apart, quickly. (Note: Paused priests
do count as priests.)
